At Rosemont College, the safety and security of our community is not simply a priority—it is a core expression of our mission and our Cornelian values. Annual Security & Fire Safety Report

Rosemont’s Annual Security and Fire Safety Report is published and distributed by the Department of Public Safety. This report includes statistics for the previous three years and concerns reported crimes  on campus; in certain off campus buildings or property owned or controlled by Rosemont College and on public property within, or immediately adjacent to and accessible from, the campus.

The report also includes a Fire Safety Report for on campus student housing and institutional policies concerning campus security, such as sexual assault, emergency response and other matters. Campus crime, arrest and referral statistics include those reported to the Department of Public Safety, officials designated as Campus Security Authorities, Lower Merion Police Department and the Philadelphia Police Department.

Criminal incidents, fires, emergencies or any type of suspicious activity on campus or in the area adjacent to the College should be promptly reported to the Department of Public Safety by dialing X2555 from any campus phone or 610.527.1038 from any other phone. Public Safety Officers are available 24 hours a day, seven days a week.

When calling, stay calm and carefully explain the problem and location to the officer. Do not hang up until told to do so. Keep calm and keep others calm.

A Public Safety Officer is immediately dispatched to the location where he or she will evaluate the situation and contact the necessary authorities. Public Safety Officers will assist crime victims by contacting the appropriate police/service agency, providing transportation, and other reasonable services to encourage accurate and prompt reporting of criminal offenses. All victims of crime are encouraged to file a report with the local police departments.

Anti Hazing Law

Timothy J. Piazza Anti Hazing Law

Pursuant to The Timothy J. Piazza Anti Hazing Law, Pennsylvania Act 80 of 2018, signed into law by Governor Tom Wolf on October 19, 2018, Pennsylvania colleges and universities are required to maintain and publish a report of hazing violations.

In compliance with this requirement, Rosemont College has preparared a report of hazing incidents reported to the institution over the previous five year period. This report will be updated biannually.

Campus Advisory

 Recording of Public Areas for Safety & Security Purposes

If a situation arises on or around campus that could threaten the health or safety of Rosemont community members, senior administrators of the College and members of Public Safety are immediately summoned as part of Rosemont’s crisis response procedure. This group determines what actions to take, using Rosemont College’s Emergency Operations Plan (EOP) as a guideline.

CCTV Monitoring

The purpose of this policy is to regulate the placement and use of closed circuit television (CCTV) cameras on the premises of Rosemont College. Rosemont College is committed to enhancing the safety of all members of and visitors to the College community. Toward that end, it is the policy of Rosemont College to utilize CCTV to enhance personal safety, deter and investigate crime, and protect College property. 

Scope

This policy applies to all employees, students, guests, and visitors of Rosemont College, except for uses of CCTV for research and classroom instruction. This policy also does not include the use of video equipment for recording of public performances or events, interviews, or other uses for broadcast or educational purposes. Examples of such excluded activities would include the videotaping of athletic events for post game review, videotaping of concerts, plays, and lectures, or videotaped interviews of persons. 

Policy

Rosemont College is committed to enhancing the safety of all members of and visitors to the College community. Toward that end, it is the policy of Rosemont College to utilize CCTV to enhance personal safety, deter and investigate crime, and protect College property. 

CCTV resources will only be deployed in public areas, where there is no expectation of privacy (ie; building common areas, campus public spaces), and in a manner consistent with the mission and values of Rosemont College in compliance with all existing College policies.  

The Department of Public Safety, with the assistance of the Department of Information Services, shall be responsible for the installation, maintenance, and monitoring of all CCTV equipment installed for safety and security purposes. Legitimate safety and security purposes include, but are not limited to the following: 

  • Monitoring of building perimeters, entrances and exits, lobbies and corridors, receiving docks, special storage areas, laboratories, and cashier locations; 
  • Monitoring of access control systems; 
  • Monitoring and recording restricted access transactions at entrances to buildings and other areas; 
  • Verification and monitoring of security alarms; 
  • Monitoring of locations protected by intrusion alarms, exit door controls, and robbery Alarms; 
  • Monitoring of ATM locations;
  • Monitoring public areas using CCTV as a patrol technique;
  • Monitoring streets, sidewalks, parking lots, and intersections;
  • Reviewing recorded images as part of an investigation.

Covert CCTV

Covert CCTV refers to those resources deliberately hidden from ordinary view. The use of covert or hidden CCTV resources will only be deployed in extremely limited circumstances and only in areas where ongoing criminal activity has been documented. Covert CCTV equipment will be deployed for a finite period of time to address specific criminal activity and will not be used on an on going basis. Under no circumstances will covert equipment be deployed in residence hall rooms, bathrooms, or any location where there is an expectation of privacy. In addition, the Director of Public Safety shall receive approval from the Vice President for Finance and Administration prior to the deployment of covert CCTV equipment. 

Monitoring

CCTV is primarily used for investigative purposes after an incident has occurred; however, the Department of Public Safety may conduct live monitoring of CCTV cameras on campus. Any personnel involved in such live monitoring will be appropriately trained and supervised in the responsible use of this technology.  

CCTV Images

All recorded CCTV video images immediately become the property of Rosemont College. Recordings are maintained for a period of time appropriate to the conduct of the ongoing operations of the Rosemont College Department of Public Safety, not longer than 60 days, depending upon available storage space on the recording device. Recorded images may be used as evidence in on campus student judicial proceedings or employment actions. In addition, recorded images may be released pursuant to a court order or subpoenaor in cooperation with local law enforcement authorities in accordance with the Federal Educational Right to Privacy Act (FERPA)Stored video images will not be made available to any individual student or employee for any reason outside of those enumerated herein. 

Public Notice

In all locations where CCTV is in use on the campus of Rosemont College, except in those very limited circumstances and locations covered under Paragraph IV, above, the College will post a visible public notice advising the presence of recording devices.

To ensure a hassle free parking experience at Rosemont, please familiarize yourself with the information available on the Parking Rules & Procedures page available on the website before parking on campus. These regulations apply to all students, faculty, staff, administration, volunteers, outside contractors/vendors and visitors to the campus.

Parking appeals must be made within seven calendar dates of the citation issuance. The Parking Appeals Committee will read over the appeal and come to a decision; decisions of the Parking Appeals Committee are final. Read more about parking citations at Rosemont College.

Form Instructions

  1. Report any crime that you observe, become aware of, or is reported to you by a victim, perpetrator, witness or third party.
  2. Please report the incident in a timely manner. The information you provide is important for documentation of the crime as well as duplicate report comparison and may be evaluated for a campus crime alert.
  3. The location of the crime and type of crime are the two factors which determine if the incident can be counted as a Clery statistic.
  4. Third party reports of crimes are Clery‐reportable, if you believe the information is provided in good faith (not rumor or hearsay).
  5. No Rosemont College affiliation of the victim or reporting party is necessary for the crime to be reported to you and counted as a Clery statistic.
  6. If you are unsure how to classify a crime, or if a crime occurred, please be sure to provide specific incident details and the Rosemont College Public Safety Department will use these details to evaluate and appropriately classify the crime.
  7. Attempted crimes are Clery‐reportable.
  8. Report all incidents motivated by bias, regardless of the type of crime that occurred.
  9. The victim or reporting party is not required to contact law enforcement and no investigation of the crime is required.
  10. Encourage the victim or reporting party to report the incident to the Rosemont College Public Safety Department at 610.527.1038.
