Biography
E. Jay Kolick joined Rosemont College in 2013 as an adjunct professor and advanced to become the Academic Program Director for the Criminal Justice Program in 2014. Under his leadership, the program expanded significantly, notably with the addition of the nationally recognized MA in Homeland Security and Emergency Management. This expansion was made possible through a strategic partnership with the Naval Postgraduate School’s Center for Homeland Defense and Security University Agency Partnership Initiative and the U.S. Department of Homeland Security’s FEMA Higher Education Program.
Before his tenure at Rosemont College, Dean Kolick accumulated extensive experience in law enforcement, homeland security, emergency management, energetic materials, and mental health/ first responder addictions counseling. His subject matter expertise and dedication were instrumental in the development and oversight of academic programs across multiple disciplines, including Criminal Justice, Homeland Security, Forensic Psychology, and the MBA/Leadership Programs. His focus on creating and sustaining learning partnerships has been particularly beneficial for non traditional adult learners.
As an Academic Program Director, Dean Kolick also served as Chair of the Academic Standards and Curriculum Committee (ASCC) for three years. During this time, he played a key role in revising existing academic programs and developing new ones, such as Homeland Security, Forensic Psychology, Cybersecurity, and the MBA with a specialization in Sports Management. He also successfully re established the SGPS Council and its standing committees.
Dean Kolick’s leadership led to the expansion of the Criminal Justice Program to include online course offerings and classes at the Philadelphia Police Academy, specifically tailored for non traditional learners returning to college from the workforce. This initiative significantly increased enrollment among law enforcement officers and provided them with greater opportunities to pursue graduate education.
His success in the Philadelphia Metropolitan and Delaware Valley regions inspired him to establish a national partnership with the Fraternal Order of Police (FOP). This partnership has made affordable, accredited, accelerated, and asynchronous higher education programs accessible to law enforcement and emergency management practitioners nationwide.
Promoted to Assistant Dean in December 2021, Dean Kolick took on the role of Interim Dean of the Schools of Graduate & Professional Studies (SGPS) in May 2022 and was officially appointed as Academic Dean in January 2023. In June 2023, President Jim Cawley appointed him to the President’s Cabinet as the Chief Academic Officer (CAO) for SGPS.
Dean Kolick is committed to leading SGPS into its next era, building on its past successes to design and launch innovative educational programs that will advance the professional careers of Rosemont College students and uphold the institution’s mission of fostering a community of lifelong learners. He is particularly focused on ensuring that the Criminal Justice Program remains a multidisciplinary curriculum that produces professional practitioners dedicated to being “Community Based Agents of Change” in the Justice System.
